Inter-Local Cooperation in Tourism Development in the Philippines
Inter-local cooperation in the Philippines is provided for by the Local Government Code of 1991 and aptly articulated in the Department of Tourism Medium Term Development Plan for 2011-2016. The provinces of Albay, Masbate and Sorsogon (ALMASOR) in the Bicol Region has recently formed a tourism alliance for the purpose of sharing resources for the development of an integrated tourism cluster that will offer a network of destinations for tourists. This book focuses on ALMASOR Tourism Alliance by proposing a model of collaborative governance through policy network. The prescriptive discussions on a future policy development alliance system analyzes the policy network in terms of structure, actors and process. This book offers theoretical insights which may be of assistance to the concerned local government leaders, tourism officials, tourism business entrepreneurs, community leaders, tourists, hospitality management academics and students and other stakeholders in the tourism sector. This book is being published prior to two international conferences in South Korea where the author will present abridged papers based on it.
